  • 1 (3 pound) cauliflower
  • ¼ cup water, or as needed
  • ¾ cup mayonnaise
  • ¼ cup grated Parmesan cheese
  • 2 cloves garlic, minced
  • 1 tablespoon chopped fresh chives
