  • 2 cups all-purpose flour
  • ½ cup white sugar
  • 3 teaspoons baking powder
  • ½ teaspoon salt
  • ¾ cup miniature semisweet chocolate chips
  • 1 egg, beaten
  • ¾ cup milk
  • ⅓ cup vegetable oil
  • 3 tablespoons white sugar
  • 2 tablespoons brown sugar
