  • 1 pound ground beef
  • 1 pound ground pork
  • 1 (1 ounce) envelope dry onion soup mix
  • 2 eggs, beaten
  • 1 ½ cups dry bread crumbs
  • ground black pepper to taste
  • ¾ cup water
  • 2 cups shredded mozzarella cheese, divided
