  • ¼ cup all-purpose flour
  • 2 (6.5 ounce) cans minced clams
  • 1 cup milk
  • ½ cup water
  • ½ teaspoon salt
  • ½ teaspoon Worcestershire sauce
  • ¼ teaspoon ground black pepper
